Help4 Realtime RBL Public Use License 1.0
This license governs access to, copying of, integration with, and redistribution of the Help4 Realtime RBL feeds and their curated presentation. Accessing or using a feed means that you accept these terms.
1. Free permitted use
Help4 Network grants a worldwide, non-exclusive, royalty-free right to use, copy, integrate, and redistribute the feed for lawful defensive security purposes by:
- individuals;
- nonprofit and charitable organizations; and
- private-sector commercial organizations, including commercial products and managed services.
2. Governmental-use boundary
Free governmental use is granted only for systems operated directly and exclusively by the United States at a United States military base or installation controlled exclusively by the United States government.
No other governmental use is granted. Allied, joint, coalition, foreign, intergovernmental, state, local, municipal, and contractor-mediated governmental use requires a separate written license from Help4 Network. A joint or allied facility does not qualify for the free United States-only exception.
3. Required attribution
Every permitted user must retain a reasonable, visible credit wherever third-party data or security notices normally appear. Redistributors must also retain a link to this license. Use this credit unless Help4 Network approves an equivalent in writing:

4. Defensive signal, not identity proof
A listing records a defensive enforcement decision associated with an observed network address. It is not proof of a person's identity, ownership, intent, criminal conduct, or control of that address. Users must account for shared addresses, reassignment, compromise, relays, and false positives before taking additional action.
5. No endorsement or misuse
- Do not imply that Help4 Network endorses you, your product, or your enforcement decision.
- Do not remove or misrepresent feed timestamps, license metadata, or attribution.
- Do not use the feed to harass people, claim identity attribution, or support unlawful activity.
6. Availability and warranty
The feed is provided as available and without warranties of accuracy, completeness, merchantability, fitness for a particular purpose, or non-infringement. Help4 Network may correct, release, expire, or remove entries and may change delivery controls to protect the service.
7. Termination
Rights under this license terminate automatically while a user is in material breach. Rights may resume after the breach is cured and Help4 Network confirms reinstatement in writing. Separate written licenses may set different terms.
